Cities like West Covina aren’t happy about the new law but homeowners can now build a separate unit with great flexibility on lot size and distance from the edge of streets and neighboring properties.
The new state laws are meant to address the need for affordable housing while local cities are concerned it will make neighborhoods more densely populated.
